Why are Hawaii and Alaska always excluded from Sweepstakes Eligibility?

I think their isolation or distance changes the calculated odds in some way.

Why are Hawaii and Alaska always excluded from Sweepstakes Eligibility?
Some states have tax laws or lottery restrictions that exclude them from "Sweepstakes" but I don't believe Alaska and Hawaii are included among them.
Reply:because nobody considers them to be really part of the US





when you travel there you need a passport
