If lotteries and Sweepstakes winners are preselected, how can it be random?

If something can be designed to look random, so everyone thinks they have a fair and equal chance at being selected, some people will buy more tickets to get better chances. It would be nice if somebody made a documentary about all past winners to discover any trends. Those who control the lottery are just like those who control the slot machines to hit the jackpot whenever they want. Every sophisticated gaming machine has built in engineering for maximizing control under the facade of total randomness. Nothing is random inside those machines. The whole system distributes money to those people or areas they want to attract more attention with, and can publicize the best. Whether anyone wins or not, the system makes millions of dollars a week. It's the ultimate dream machine, controlling the hopes and fantasies of many under the guise of being fair, when it is no way close to fair and equal. If a state lottery performs poorly, can the state prosecutor file a claim?
